The Architect’s Newspaper further reports that in a letter to ACHP’s Office of Federal Agency Programs, the Cultural Landscape Foundation (TCLF) president and CEO Charles A. Birnbaum called Voyles’s announcement “a singularly audacious letter.” Birnbaum founded the nonprofit TCLF in 1998 after serving fifteen years as the coordinator of the NPS’s Historic Landscaping Initiative, and TCLF is consulting on the arch’s Section 106 review.
Birnbaum claimed that TCLF had only been invited to “one consulting party meeting for what would be the second largest monument in Washington, D.C.” He continued: “If there is an ‘original sin’ in these proposed changes, it is the evisceration of authentic public participation.”
